Project Director

Full-time, permanent and unionized position – 37.5 h/week

SUMMARY 

Reporting directly to the director of the Project Management Department, you will be responsible for the overall management of a series of projects for a single structure or group of structures for all phases of the project, from inspection to construction, up to the transfer to the Operations and Maintenance teams. Your overall responsibilities will include ensuring that set budgets and timetables are followed for all contracts related to the project portfolio (engineering, construction, supervision, quality control, communication). Your project management duties will also include planning, document management, communications management, procurement, follow-up of professional services contracts and construction contracts, as well as the monitoring of quality assurance processes.

You will also act as Coordinator with department directors (Planning, Engineering, Construction, Administration, Legal Affairs and Communications) to ensure that the necessary resources are allocated to projects so that they can be effectively carried out.

 

MAIN DUTIES

General

  • You will be responsible for all activities of the project under your responsibility and for making decisions about its implementation for all project phases, from engineering to construction, up to the transfer to the Operation and Maintenance teams:

    • Create and follow the timetables for projects under your responsibility.

    • Prepare your project budget and participate in annual budget preparation processes for current and capital expenditures and help develop the Corporation’s five-year plan by providing relevant data as requested by the Planning and Finance Departments.

    • In relation to the project monitoring committee, prepare budget reports and present them to the senior managers and the Board of Directors, in accordance with budget approval standards.

    • Plan and ensure the execution of deliverables, costs, forecasts and deadlines for all professional service contracts related to the project and verify the overall status of these aspects through oversight and monitoring.

    • Help develop and prepare monthly, quarterly and annual project progress reports.

    • Direct activities related to the launch of new professional services contracts that are part of your project and whose implementation will have an impact on all activities.

    • Follow up on and monitor planning, document management, communications management, and procurement activities to ensure the project is carried out smoothly.

Manage projects under your responsibility and manage human resources

  • At project start-up, create a project charter and project plan and coordinate collaboration with functional departments (Engineering and Construction).

  • Through your leadership, train and direct project team members from different departments (team of engineers and other human resources assigned to different project phases) to deliver the project under your responsibility while adhering to the scope of the work, deadlines, costs and quality standards.

    • Work with different department directors to ensure that the necessary resources are allocated to projects and that technical and administrative needs are met.

    • With the support of the Project Coordinator and PCO, regularly meet with the members of your project team to decide on the project milestones.

    • Get suggestions from your team to improve practices and actions.

    • Manage risks in terms of upholding quality, meeting deadlines, and following the budget associated with the project and, in accordance with guidelines, approve all changes to engineering and construction contracts that are within the project’s budget envelope if these changes affect the project.

    • Promote teamwork in carrying out the objectives.

    • Work with other Project Directors to ensure consistency in management practices.

    • Once the project is complete, perform a review of the different project aspects (technical, contractual, management, etc.).

 

REQUIREMENTS

  • Have a bachelor’s in engineering (civil engineering an asset).

  • Be a member of the Ordre des ingénieurs du Québec.

  • A master’s degree in project management will be considered an asset.

  • PMP® certification (an asset).

  • Have a minimum of fifteen (15) years of experience as a project director or project manager in the construction sector for large-scale projects.

  • Have relevant experience in managing a multidisciplinary team or in team leadership.

  • Demonstrate influential leadership, be able to motivate your colleagues and be highly adaptable.

  • Stand out through your understanding of the matrix project environment, your work organization skills, and your ability to manage or supervise several projects simultaneously.

  • Focus on planning and coordination; be able to understand and present an overview of your projects.

  • Demonstrate strong relationship, interpersonal and team work skills as well as excellent tact, diplomacy and political sensitivity.

  • Be an excellent communicator: proactively, clearly, concisely and effectively communicate with stakeholders from a range of seniority levels.

  • Have experience working with many stakeholders.

  • Have experience with the media.

  • Be able to transfer your knowledge in a constructive way.

  • Meet goals and deadlines and show good decision-making.

  • Have ASP certification to work at a construction site and have a valid class 5 driver’s licence.

  • Have good writing skills and be able to understand and interpret plans, specifications and technical drawings.

  • Know how to use MS Office (Excel, Word, Outlook, and Access) and MS Project.

  • Oral and written mastery of both official languages (French and English).
