Your duties

JCCBI is looking for an Electrical Engineering Engineer to help fulfill the mission of the Engineering department which is stated as follows: In collaboration with its stakeholders, our department provides engineering expertise to create an optimal work approach that ensures the Corporation’s structures last, keeps users safe, and helps people get where they need to go.

Main duties

Reporting to the Director, Engineering, you will see to the implementation of our maintenance program by carrying out electrical and electrical engineering projects involving the Corporation’s engineering structures. This work includes the design, installation or modification of electrodynamic systems, devices and equipment, various types of electronic instruments, electricity for bridges and structural works (electrification, supply and distribution), intelligent transportation systems (ITS), and lighting systems and illuminated signals (including structural components) on the Corporation’s network.

In this role, you will develop and supervise contracts with consulting engineering firms for studies and the design of projects in electricity and electrical engineering. You will provide technical support in the areas of electricity and electrical engineering to your co-workers in the Engineering Department and to the project teams and directors. This includes planning; budget, cost, deadline and quality control; and the analysis and handling of contract amendments as part of engineering contract management. You will receive, analyze and comment on studies, reports, drawings and specifications produced by consulting engineering firms.

Managing contracts (85%)

  • Prepare or help develop the reference terms to award professional service contracts to consulting engineering firms for study and design services (from prefeasibility studies to the development of drawings and specifications) related to infrastructure maintenance or improvements and for technical assistance during the work.
  • Ensure that engineering contracts are executed in compliance with the contract requirements (quality of deliverables, budgets, and deadlines).
  • Coordinate the professional services of consultants hired to design projects related to major maintenance, various studies, and technical assistance.
  • Review studies and drawings and specifications prepared by consultants and issue recommendations to the Director, Projects, validate any measures to be taken, and follow up on their implementation.
  • Review and comment on studies as well as construction drawings and specifications.
  • Inform and effectively communicate with consultants, directors, the project team and the construction team.
  • Prepare the necessary authorizations for contract modifications.
  • Track progress reports for payments to consultants and monitor work schedule deadlines and control financial forecasts.
  • Work with the Director, Engineering.

Planning and analyzing work to be completed (15 %)

  • Help the management team develop planning for projects and processes and prepare budgets.
  • Assist the Director, Engineering by providing relevant information to prepare various reports and by tracking contracts.
  • Identify issues and provide recommendations to address them.
  • Represent the Corporation at meetings with partners.
  • Help develop standardized specifications and reference terms.
  • Help improve the Corporation’s operational processes.
  • Perform any other job-related tasks and duties.

Experience and education

  • Bachelor’s degree in electrical engineering.
  • Membership in good standing in the Ordre des ingénieurs du Québec (OIQ).
  • At least three years of relevant experience in electrical or electrical engineering projects.
  • Working knowledge of Microsoft Office Suite software: Excel, Access, Word and Outlook.
  • Excellent writing and communication skills in French and the ability to communicate verbally in English.

Assets

  • Have skills in the supervision and administration of contracts, including evaluating work, holding meetings and negotiating payments.
  • Knowledge of structural and construction practices and standards for bridges, tunnels, viaducts and/or any other civil engineering structure.
  • Knowledge of practices and standards for pavement, road development, urban planning, and building mechanics.
  • Additional project management training.
