Your mission

JCCBI is looking for a Director to help fulfill the mission of the Operations and Maintenance Department which is stated as follow: Our department continuously monitors and maintains the Corporation’s entire network and infrastructure to contribute to good traffic flow and keep users safe.

Main duties

Reporting to the Senior Director, Operations, you will be in charge of the planning, coordination and supervision of operations, maintenance, monitoring, and mobility-related activities for the infrastructures under the Corporation’s responsibility. You will ensure the safety of users, traffic flows and operational continuity, along with the availability and sustainability of the network’s essential assets.

In this capacity, you will mobilize your teams while collaborating with internal and external partners to provide integrated, proactive, and rigorous operational management. You will coordinate support and work activities, help manage emergency situations, oversee contracts and budgets, and contribute to the continuous improvement of operational practices.

You will also help integrate digital tools and innovative methods to optimize activities and support decision-making while enhancing operational and organizational performance as the Corporation’s needs, priorities and requirements continue to evolve.

• Plan and supervise operations, along with all support, monitoring and asset maintenance activities;
• Ensure the availability, reliability, and performance of the infrastructures, equipment, and essential systems;
• Anticipate operational challenges and recommend modifications to enhance performance and operational continuity;
• Coordinate traffic hindrances, traffic scenarios, and major events that impact regional mobility;
• Support decision-making using data, systems, and operational indicators;
• Work with the relevant partners to minimize network disruptions and improve the user experience;
• Help prepare and coordinate responses to emergencies and major incidents;
• Monitor the implementation of plans, procedures and measures involving operational safety, user safety and service continuity;
• Coordinate effectively with emergency services, police forces, and the relevant partners;
• Promote compliance with all applicable environmental, health and safety requirements, along with all risk management practices;
• Lead, motivate and develop the teams under your supervision;
• Provide guidance to managers and personnel to help achieve departmental objectives;
• Promote a culture of collaboration, continuous improvement, innovation, and health and safety;
• Manage budgets, contracts, procurement and equipment, along with the resources needed for the department’s operations;
• Monitor financial and operational performance, then issue recommendations regarding the required modifications;
• Represent the Corporation toward internal and external partners and take part in all relevant committees.

Experience and education

• Minimum 10 years of experience in the operation and maintenance of road infrastructures, civil engineering structures or road network projects, including five years in personnel management within a unionized environment;
• Bachelor’s degree in engineering, or any equivalent combination of education and experience;
• Experience in contract management, the identification of needs, procurement and the monitoring of deliverables, quality, schedules and costs;
• Knowledge of the applicable standards regarding structures, roads, the environment, and construction safety;
• Hold an ASP Construction and a valid class-5 driver’s licence;
• Demonstrate strong verbal and written communication skills in French and English;
• Proficiency in Microsoft Office Suite and MS Project.

Assets

• Knowledge of generative AI tools such as Copilot and “prompt engineering”.

Specific work conditions

• It is essential to have a means of transportation because the workplace is not accessible by public transportation or by bicycle.
• When required, available outside normal working hours to support emergency-related operations.
• Willing to travel to infrastructure, operational and construction sites.
