JCCBI selects tenderer to deconstruct the original Champlain Bridge
 

The Jacques Cartier and Champlain Bridges Incorporated (JCCBI) announced today that the selected tenderer for the deconstruction of the original Champlain Bridge will be the Nouvel Horizon St-Laurent consortium formed by Pomerleau Inc. and Delsan-A.I.M. Environmental Services Inc.
 

“Our entire team is very pleased to have completed this procurement step, a process that was extremely rigorous and carried out according to best practices,” said Sandra Martel, Chief Executive Officer, JCCBI. “The Champlain Bridge deconstruction is the largest project in our organization’s history and is a unique project for Quebec. Our goal with this new agreement, is for the project to adhere to exemplary practices based on major sustainable development principles,” she added.
 

The project cost will be announced in late April once the design-build contract has been signed. Although some contractual steps must be completed in the coming weeks, the project will fall within the initially forecasted envelope. The estimated cost of the deconstruction project, which will include not only the deconstruction work but also environmental protection measures, material reuse programs, research and development, and the end-of-project shoreline redevelopment component, is approximately $400 million.
 

The procurement process began with a public call for qualification for design-build services held from March 8 to May 28, 2019. After this process, JCCBI invited three tenderers to submit a proposal. The selective call for proposals for design-build services was launched on July 8, 2019, and the proposals were received on February 4 of this year.
 

The proposals were reviewed by many JCCBI specialists and external experts on six committees who evaluated them for administrative, legal and technical compliance (particularly regarding health and safety, environmental requirements, risk management, the timetable, transportation and traffic), in addition to innovation. In the calculation of the final score, the bid price and technical qualitative valuation criteria were given weighting of 90% and 10%, respectively. The proposal with the best score overall, and in both weighting categories, was submitted by Nouvel Horizon St-Laurent.
 

Let us note that the original Champlain Bridge was decommissioned on June 28, 2019 after the opening of the new Samuel De Champlain Bridge.
 

Specific details about the work timetable and the deconstruction methods will be released in spring 2020.
