Your mission

JCCBI is looking for an Intermediate Engineer, Traffic to help fulfill the mission of the Operations and Maintenance Department which is stated as follows: Our department continuously monitors and maintains the Corporation’s entire network and infrastructure to contribute to good traffic flow and keep users safe.

Main duties

Under the supervision of the Director, Operations and Maintenance, you will be responsible for providing technical support within a matrix structure to the Projects team, specifically by assisting discipline managers in the Engineering Department with the development of traffic management plans and discipline managers in the Construction Department with the management and coordination of traffic hindrances for all major maintenance contracts to ensure optimal traffic flow in the JCCBI network. Working alongside the Senior Traffic Engineer, you will assist the engineers in the Diagnostics and Planning Department in reviewing hypothetical traffic management scenarios and analyzing the potential traffic impacts of the projects included in the ten-year strategic plan. You will also serve as JCCBI’s representative on various mobility technical committees in the metropolitan area.

Advisory role for internal teams

  • Serve in an advisory capacity in the following areas:
  • Coordinating the maintenance of traffic flow during the preparation of contracts in the design phase;
  • Working with partners to plan for major hindrances;
  • Preparing for special closures;
  • Ensuring that hindrances comply with contractual requirements.
  • Collaborate on the preparation of the budget plan in order to ensure that work is compatible with the maintenance of traffic flow.

Management of the traffic management support contract

  • Manage all aspects and deliverables of the contracts assigned to you, in accordance with quality standards and strategic guidelines, while adhering to project management principles;
  • Prepare reference terms for awarding contracts to external consultants for professional traffic management support services;
  • Effectively inform and communicate with your line manager and project managers regarding issues related to contract management;
  • Prepare authorizations for additional work, track progress estimates for payments to external consultants, and monitor project timelines and financial forecasts in accordance with accounting schedules.

Monitoring of traffic impacts and processes

  • Serve as JCCBI’s representative on the Mobility Montréal Technical Committee;
  • Develop and maintain a schedule of major hindrances;
  • Coordinate major operations within the JCCBI network with various internal and external stakeholders;
  • Identify potential conflicts with partners and propose mitigation measures;
  • Work with the Operations and Maintenance Department to compile a record of impacts based on location and type of hindrance;
  • Conduct site visits during major hindrances to document their impact on users;
  • Develop and maintain a list of available mitigation measures;
  • Help update JCCBI’s contractual and reference documents (standardized quotes, monitoring guides, processes and procedures, etc.);
  • Prepare a report containing the analysis of traffic/count data and the measures taken to minimize hindrances (aiming for zero impact during peak hours and minimal hindrances over a 24-hour period);
  • Develop tools to facilitate the coordination of hindrances.

Experience and education

  • Bachelor’s degree in civil engineering;
  • At least eight years of experience in the field and four years in traffic management;
  • Membership in good standing in the Ordre des ingénieurs du Québec (OIQ);
  • Familiarity with applicable and recognized safety standards in the construction industry;
  • Solid understanding of the issues surrounding engineering projects, construction work and traffic coordination;
  • Demonstrated proficiency with the monitoring and managing of assigned contracts, including evaluating work, conducting meetings and negotiating payments;
  • Strong knowledge of the following software: MS Project, Excel, Access, Word and Outlook;
  • ASP Construction card and a valid Class 5 driver’s licence;
  • Proficiency in written and spoken French and a very good knowledge of English (oral and written);

Assets

  • Experience in planning major projects, and additional training in project management;
  • Successful completion of the STC-GES-2 (STC-201) training course on Gestion des impacts des travaux routiers [Managing the Impacts of Road Work];
  • Familiarity with construction standards for roads, bridges and other engineering structures;
  • Familiarity with generative AI tools such as Copilot and prompt engineering.
