Your mission
JCCBI is looking for a Project Director, to help fulfill the mission of the Projects Department which is stated as follows: To ensure sound management of infrastructure projects by promoting a partnership approach and leveraging expertise for the benefit of the Corporation.
Main duties
Reporting to the Senior Project Manager, you will be responsible for the overall management of a series of projects designed to ensure the long-term viability of the Québec Bridge, from preliminary design to completion. Overall responsibility includes adherence to established budgets and schedules for all contracts (engineering, construction, supervision, quality control, communication) related to the project portfolio. Project management also includes planning, document management, communications management, procurement, monitoring of professional services and construction contracts, and quality assurance processes.
You will also act as a coordinator with department directors (Planning, Engineering, Construction, Administration, Legal Affairs and Communications) to ensure that the necessary resources are allocated to projects so that they can be effectively carried out.
You will be responsible for all project activities aimed at ensuring the long-term viability of the Québec Bridge structure, as well as for decision-making in all phases of project implementation:
- Responsible for the project office and all project activities planned to ensure the sustainability of the Québec Bridge structure.
- Manages the project office and all activities related to planned projects.
- Develops relationships with stakeholders and partners.
- Participates in the process of preparing the Corporation’s annual capital and operating budgets, as well as the five-year plan, by providing relevant data.
- Collaborates with other Directors, Projects to ensure uniformity in management methods.
- Plans, implements, monitors and follows up on the overall progress of deliverables, costs, forecasts and schedules for all associated professional services and construction contracts.
- Works as part of a team.
Project management and human resources management
- Responsible, at the project start-up stage, for producing a project charter, a project plan and ensuring the collaboration of functional departments.
- Provides leadership and direction to the project team in a matrix mode, using resources from multiple departments (engineering team and other human resources assigned to the various project phases) to deliver the projects under their supervision within the scope of work, schedule, cost and quality standards.
- Collaborates with the directors of various departments to ensure that the necessary resources are allocated to projects and that technical and administrative requirements are met.
- Supported by the project coordinator and the PCO, meet regularly with the project team and decide on the project’s progress.
- Manages quality, schedule and budget risks associated with the project and approves, in accordance with directives, all changes to engineering and construction contracts within the project budget envelope, where these affect the project.
- Ensures personnel management, including coaching, setting priorities, developing a culture of collaboration and rigour, and fostering a respectful work environment.
- Responsible for drawing up a balance sheet of the various aspects of the project (technical, contractual, management, etc.) at project closure.
Experience and education
- Have a bachelor’s in engineering (civil engineering an asset).
- Membership in good standing in the Ordre des ingénieurs du Québec (OIQ).
- Have a minimum of 15 years of experience as a project manager, including 5 years as a Project Director in the construction sector for large-scale projects.
- Relevant experience in managing a multidisciplinary team or experience with team leadership.
- Have ASP certification and have a valid class 5 driver’s license.
- Working knowledge of the Office suite: Excel, Word, Outlook, Access and MS Project.
- Excellent writing and communication skills in both official languages (French and English).
Assets
- Master’s degree in project management.
- PMP certification.
- Have held an equivalent position in a government or paragovernmental corporation.
- Experience with a consulting engineering firm and/or a road infrastructure contractor.
- Experience with design-build project.

Specific work conditions
- This position is based in our Quebec City office. Occasional travel to our Longueuil head office may be required.
