Your mission

JCCBI is looking for a Director, Program and Digital Transformation to help fulfill the mission of Administration Department: to support decision-making, we help our partners with financial, technological and information management and with the areas of procurement, process improvement, and project management while upholding integrity, compliance and information security and applying best practices.

Main duties

Reporting to the Senior Director, Administration, you will collaborate with the Director, Information Resources (IR) to fully implement the digital transformation strategy. You will steer the strategy in its entirety by managing, coordinating and implementing major projects, such as ERP (Enterprise Resource Planning) integration, AI (Artificial Intelligence) deployment, and BIM (Building Information Modeling) implementation. You will oversee the achievement of organizational objectives while facilitating change management and process optimization activities.

General

  • Align technological projects with the core mission, organizational priorities and regulatory requirements.
  • Supervise the development of action plans, budgets and schedules, optimize the integrated strategy roadmap and prioritize deliverables for each project.
  • Manage several major digital projects using the appropriate methodology (Agile, Lean, PMI, etc.).

Governance and Coordination

  • Advise senior management when prioritizing initiatives, allocating resources, and managing digital transformation projects.
  • Maintain ongoing communication between internal and external stakeholders.
  • Participate in project governance committees, prepare agendas, progress reports and decision points, and supervise accountability reports.
  • Facilitate the rapid resolution of cross-project issues, particularly those involving data governance and user skills development.
  • Facilitate cross-departmental communication and project advancement within the organization.

Integrated Project Management

  • Develop and maintain methodological frameworks adapted to the digital transformation (Agile, Lean, PMI, etc.).
  • Simultaneously manage several large-scale digital projects throughout their analysis, design, development, implementation and post-deployment stages.
  • Develop and revise business cases, project plans, charters and roadmaps.
  • Supervise budget management activities while optimizing costs and resources.
  • Manage the interdependencies and organizational impacts between various technological components.
  • Harmonize management practices between projects (ERP, AI, BIM, etc.) to ensure consistency, synergy, and the sharing of best practices.
  • Oversee the drafting of tender documents and take part in the bidder assessment process.

Risk Management and Compliance – Project

  • Proactively supervise risk identification, assessment and management, including cybersecurity, regulatory compliance and operational continuity.
  • Develop and implement mitigation plans for strategic, operational and technological risks.
  • Ensure compliance with all ethical and legal frameworks.
  • Conduct periodic audits and quality reviews at each stage of the project lifecycle.

IR Project Performance Monitoring and Control

  • Establish project advancement, cost, risk and quality monitoring dashboards.
  • Draft progress reports for senior management and the Board of Directors.
  • Monitor benefit indicators (cost reduction, efficiency gains, solution adoption) and document the results.

Optimization, Innovation and Change Management

  • Research and recommend innovative solutions to improve the efficiency and quality of deliverables.
  • Leverage lessons learned and create an ongoing feedback loop between projects.
  • Collaborate with internal and external change management specialists when planning and implementing adoption strategies.
  • Support senior managers when preparing their teams for the digital transformation while ensuring fully adapted support plans.
  • Supervise training, communication and post-deployment support activities in collaboration with the relevant teams.
  • Work jointly with stakeholders to proactively identify and manage resistance to change.
  • Collaborate with change management specialists to identify the appropriate change support methods.

Experience and education

  • Undergraduate degree in engineering, computer science, project management, information systems or related field.
  • Minimum 10 years’ experience managing large-scale, complex projects (digital transformation, ERP implementation, AI, BIM, etc.).
  • Proven experience:
    • Managing highly complex, multi-partner projects (large budgets, several stakeholders, major organizational impacts, etc.).
    • Data governance and IT risk management, including cybersecurity and regulatory compliance.
  • Proficiency in PMBOK, PRINCE2 and Agile/Hybrid methodologies, along with project management tools (MS Project, Primavera, Jira, Confluence, etc.).
  • History of project portfolio management and coordination with external consultants, suppliers and internal teams.
  • Familiarity with ERP solutions, BIM platforms and AI tools applied to the infrastructure sector.
  • Skills in data analysis and performance monitoring using dashboards (Power BI, Tableau, etc.).
  • Knowledge of IT governance standards (COBIT, ISO 27001 and ITIL).
  • Grasp of the legal and ethical issues surrounding AI.
  • Excellent writing and communication skills in both official languages (French and English).

Assets

  • Master’s degree in project management, business administration (MBA) or information technology an asset.
  • Recognized professional certification in PMP, PgMP®, PRINCE2 Practitioner or equivalent, Agile or Scrum Master (CSM, PMI-ACP), BIM (e.g., buildingSMART), and ITIL (IT service management).
  • Involvement in public or parapublic sector projects.
