Inspection Engineer, Expert Service

Full-time, permanent and unionized position – 37.5 h/week

2019 salary depending on years of experience: $73,711.17 to $105,586.28

Reporting to the Director of the Expert Service, the selected candidate will oversee the implementation of the inspection, bearing capacity evaluation, and structural diagnostic program and help the Corporation reach its asset compliance goals. You will provide the necessary support and technical assistance to directors; receive and analyze inspection, bearing capacity evaluation and structural diagnostic reports; and recommend the necessary actions. You will help analyze needs and draft professional service contracts to implement the Corporation’s inspections and structural diagnostic policy and to establish related strategies. You will be responsible for project management, which includes planning; budget, cost, deadline and quality control; and the analysis and handling of claims and amendments as part of contract management.



Contract management

  • Prepare terms of reference for contracts awarded to consultants in the areas of inspections, bearing capacity evaluation studies, diagnostics, and condition assessments for the structures of bridges, viaducts, tunnels, roads, signs, lighting and devices.

  • Define the professional services and deliverables to be provided as well as the standards to be applied to the execution of contracts.

  • Prepare cost estimates and payment methods for professional services to be delivered.

  • Review documents, reports, studies and drawings prepared by consultants and issue recommendations to the Director; validate any measures to be taken and follow up on their implementation.

  • Review and comment on deliverables from consultants, i.e., inspection reports, bearing capacity evaluation reports, structural diagnostic reports, or any other deliverable.

  • See to the quality and technical compliance of services and project deliverables as per contractual requirements.

  • Coordinate and supervise the professional services of hired consultants and ensure good collaboration with the entire team as well as with consultants.

  • Work with the Director, Expert Service as well as with the Planning and Engineering departments.

  • Prepare authorizations for contract modifications.

  • Follow up on progress reports for provided services and control costs, work schedule deadlines, and financial forecasts as per the consultant payment schedules.

Work planning and analysis

  • Establish the annual and ten-year program for inspections, bearing capacity studies and diagnostics to comply with the Corporation’s internal obligations by coordinating with the planning for major work, and establish the program budget.

  • Identify issues and provide recommendations to resolve them with the Expert Service and other departments.

  • Improve project management tools; initiate, support and disseminate new approaches when required to improve organizational efficiency.

  • Review the reports of consultants from other departments and play an advisory and technical support role for the organization’s contracts.

  • Prepare various reports, presentations and information documents to communicate updates related to the inspection program, projects, budgets, and assets.

  • As needed, perform inspections of structures and write inspection reports, including recommendations.

  • Coordinate traffic management and signs related to inspection contracts to be carried out with the Operations and Maintenance department.

  • Carry out all other tasks or responsibilities related to the position.



  • Have a bachelor’s degree in civil engineering, with a specialization in structural engineering.

  • Be a member in good standing of the Ordre des ingénieurs du Québec (OIQ).

  • Have between five (5) and ten (10) years of relevant experience in civil engineering/civil structural design, with mandatory experience in inspections and bearing capacity evaluations.

  • Have certificates of training in structural inspection, structural design, and structural bearing capacity evaluation issued by the MTQ.

  • Have good knowledge of Canadian design codes and standards as well as practical knowledge of the engineering and construction of bridges, tunnels, culverts, viaducts, walls, pylons and/or any other civil engineering structure.

  • Demonstrate skills in supervising and administering awarded contracts, including skills to evaluate work, hold meetings and negotiate payments.

  • Additional training in project management is an asset.

  • Be able to visit structures using fixed or moving structures (i.e., you must not have a fear of heights or confined spaces).

  • Be familiar with the applicable and recognized safety standards for inspections.

  • Mastery of oral and written French and good knowledge of oral and written English.

  • Know how to use the following software: MS Project, Excel, Access, Word, Outlook.

  • Show initiative and independence.

  • Have good organizational and priority and time management skills.

  • Have a good ability to work on a team; share your ideas, knowledge, and findings; and contribute to the team’s efforts.

  • Be resourceful and curious and show a desire to find information.

  • Have good interpersonal skills.

  • Show an ability for sound decision-making.
